Julie is a transportation engineer, strategist, policy analyst, and technical writer. She has more than 15 years of experience leading national innovation programs, including federal research and development (R&D) as well as state and local technology adoption and management. Julie is known for building and implementing results-driven roadmaps, tailored to advance strategic priorities with a human-centric focus. A natural and effective leader with strong analytical abilities, Julie is fueled by her passion for transportation safety and innovation. She builds strong teams that deliver shared and lasting value, applying her interpersonal and communication skills to foster strategic growth and continuous performance improvement. In her personal time, she works as the Chair of a local government commission, a volunteer Court Appointed Special Advocate (CASA) for children in foster care, and in various community organizing initiatives. She loves spending time with her family and friends, propagating plants, e-biking around monuments and museums, cooking, reading, and DC Spirit games.

What is your dream vacation?
Three solo days in any international city; I love the organic experience of meeting new people and soaking in the way their small decisions and behaviors guide different ways of living.

What’s your favorite project that you’ve worked on?
FHWA’s GlidePath CAV Development; I learned more in 8 months than any other time I can remember. Our team worked on technical standards, systems engineering, prototype development, test case design, troubleshooting, and documentation all in parallel to meet an accelerated delivery target that other industry leaders said wasn’t possible. We had the best client, solution architect, team, and lab – tough to beat.
What’s your favorite book/movie/TV show?
Lawrence in Arabia (not ‘of,’ I never read that one).
If you could live anywhere, where would it be?
Anywhere with no light pollution; all the stars keep me optimistic and curious.
