Heather Rigdon

Human Resources Coordinator

Heather earned a B.S. in Psychology from Mary Washington College and serves as Toxcel’s Human Resources Coordinator. Additionally, Heather holds a master’s degree in Event Management and an undergraduate degree in Psychology. She has over 10 years of experience providing technical support to Federal and State transportation agencies covering a range of activities that include project management, program oversight, data collection and analysis, meeting coordination, and outreach. Ms. Rigdon’s data collection and analysis experience includes both qualitative and quantitative data from a number of sources, including study participants, roadside instruments, and agency crash records. In recent years, Ms. Rigdon has provided key support in the collection and analysis of data from surveys, interviews, focus groups, instruments, and field observations for studies evaluating driver comprehension and behavior in response to new or improved traffic control devices.
