Education and Training
toXcel provides comprehensive support in the development and delivery of both in-person and online training.
Our services include:

Our staff have expertise in adult learning techniques. Several of our instructors are certified to teach National Highway Institute (NHI) courses and are available for both virtual and in-person delivery.
Our team collaborates closely with subject matter experts to create engaging, effective training on a wide range of transportation topics. By partnering with subject matter experts within transportation and content development, we ensure that content is relevant, up to date, and usable in the customer’s learning management software. toXcel has successfully developed, updated, and managed a variety of national training resources and practical how-to guides.
Pilot & Demonstration Program Support
toXcel offers full life-cycle management of pilot and demonstration programs, including national outreach, application development, agency selection, training, and program evaluation. Our team has led pilot implementations with law enforcement agencies, developed supporting training materials, and established operational processes to ensure successful execution.
We assist agencies with funding provided through Federal grants, training, and system implementation, while also providing continuous technical oversight and ongoing reimbursement and support throughout the program lifecycle.
Outreach
toXcel is recognized for delivering comprehensive project and program management support, including work under multiple IDIQ contracts with the U.S. Department of Transportation. Our team contributes across disciplines by providing editorial services, technical writing, design, and outreach coordination for national-level materials such as web content, brochures, fact sheets, and guidance documents.
We also develop and deliver training on new tools and procedures, including the application of emerging technologies in traffic safety and impaired driving detection. By collaborating with graphic designers and web developers, we create compelling print, web, and social media materials that effectively convey information and engage key audiences.
