toXcel Awarded Contract to Support the Federal Highway Administration’s Office of Safety, Research and Development Human Factors Team
toXcel recently secured a significant contract with the Federal Highway Administration (FHWA) to provide on-site support services at the FHWA Turner Fairbank Highway Research Center in McLean, VA. The single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract has the potential to issue nearly $17M of work over the five-year period of performance.
Under this contract, toXcel, along with team members VHB, Battelle, Westat, Automated Roads, and the University of Michigan, will provide support to the FHWA with the administration and execution of its behavioral research programs requiring human factors, experimental design and data analysis, and traffic engineering expertise.
Since starting the Engineering and Behavioral Sciences Division 10 years ago, our team at toXcel has been committed to providing exceptional service to the USDOT in the areas of human factors and traffic engineering. Along with our teaming partners, we are very excited to support this important FHWA program at Turner-Fairbank Highway Research Center as we work together to conduct research to improve transportation safety and enhance operations.
The toXcel team has a strong record of program and project management for the U.S. Department of Transportation (USDOT), and has detailed knowledge and practical experience in human factors and behavioral research concerning highway safety; human factors and behavioral research concerning highway operations; traffic engineering; Intelligent Transportation Systems/Connected and Automated Vehicles; driving simulator experiments and analysis; and simulation research including virtual reality.
FHWA will issue toXcel task orders under this contract in the following task areas:
- Task Area A: Project Management and General Support Planning
- Task Area B: Conduct Empirical and Analytical Human Factors and Behavioral Research
- Task Area C: Provide Support on Contract Research Activities Related to the Human Factors Program
- Task Area D: Provide Support on Activities Related to the Human Factors Laboratory (HFL)
- Task Area E: Provide Support on FHWA Initiatives to Further Develop the Human Factors Program
FHWA’s Human Factors Program cuts across many programs within the areas of safety and operations such as intersection, roadway, pedestrian/bicyclist, visibility, traffic control device, weather, work zone, and ITS/Connected and Automated Vehicles. Consequently, funding sources for human factors studies come from various FHWA offices and programs such as Office of Operations, Office of Safety, and the Exploratory Advanced Research Program. The majorit of the work under this contract will support the Human Factors Team within the FHWA Office of Safety Research & Development (R&D).
The Office of Safety R&D Human Factors Team leads safety-critical and industry leading research to improve the national capabilities to mitigate the risk and severity of traffic crashes across the country. While historically, the focus of human factors has been built on the fact that over 90% of crashes are caused by human driver errors, the national safety focus has expanded in the last decade to encompass all roadway users, not just drivers. This “Safe System Approach” addresses interdependencies across people, vehicles, and the roadway environment to steer development of more holistic and proactive safety mitigation. The Human Factors team oversees studies and experiments to improve national safety, including strategies for behavioral, operational, and systemic change.
