But when districts rush to codify rules before building\u00a0genuine\u00a0understanding of<\/span>\u00a0<\/span>generative AI\u00a0<\/span>technology, they often end up with policies that are unenforceable, obsolete within months, or both.<\/span>\u00a0<\/span><\/p>\n We have seen this pattern repeatedly. The districts that\u00a0emerge\u00a0with workable, defensible AI policies are not the ones that\u00a0moved\u00a0fastest. Parents deserve to know how their children’s schools are handling\u00a0a technology\u00a0that is already in students’ pockets. Boards want a clear governance framework. Teachers need guidance now, not in six months. Waiting to act feels negligent when the stakes involve academic integrity, student data, and the distribution of learning resources.<\/span>\u00a0<\/span><\/p>\n Some experts also argue that literacy and policy development should happen at the same time, and that building understanding while drafting rules is more efficient than waiting for perfect knowledge before acting. That is a fair point. Arlington, Virginia initially pursued a traditional policy approach, then abandoned it in favor of living, regularly revised guidance when they realized that rigid policy could not keep pace with how this fast moving\u00a0<\/span>technology\u00a0behaves.<\/span>1<\/span>\u00a0<\/span><\/p>\n T<\/span>here is a meaningful difference between building literacy alongside policy and rushing to publish something permanent before anyone in the room has spent real time with the tools.<\/span>\u00a0<\/span><\/p>\n Here is what we know from the field:\u00a038% of teachers feel that they do not have enough support for AI integration<\/span>2<\/span>.\u00a0Only\u00a045%\u00a0of school principals\u00a0and 34% of teachers\u00a0reported that their schools\u00a0provided\u00a0any guidance on AI use at\u00a0all.<\/span>3<\/span>\u00a0Those numbers tell us where most districts are starting.<\/span>\u00a0<\/span><\/p>\n When policy authors do not understand what they are governing, they tend to write rules based on misconceptions. A common example: many districts include\u00a0language about\u00a0using AI detection tools to catch student cheating. The problem is that AI detection tools do not work reliably\u00a0and are increasingly\u00a0inaccurate as models become more advanced, to the point that MIT recommends not using AI Detectors<\/span>4<\/span>. A policy built on that misunderstanding creates a false sense of security while consuming resources and potentially damaging student trust.<\/span>\u00a0<\/span><\/p>\n Major organizations including UNESCO, ISTE,\u00a0CoSN, and the Center on Reinventing Public Education have all published guidance pointing districts toward building understanding of AI before or alongside writing formal\u00a0policy.<\/span>5<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n We are not talking about delaying action indefinitely.\u00a0<\/span><\/span>We are talking about two to three months of structured learning before you\u00a0<\/span><\/span><\/span>develop a living\u00a0<\/span><\/span><\/span><\/span>guidance document.<\/span><\/span><\/span><\/p>\n This\u00a0<\/span><\/span>can look<\/span>\u00a0<\/span>like staff workshops where teachers and administrators actually use the tools.<\/span>\u00a0<\/span>Hands-on exploration of ChatGPT, image generators, and the AI-powered features that are already embedded in tools your district is paying for<\/span><\/span>\u00a0<\/span>are all\u00a0<\/span><\/span>great places<\/span>\u00a0<\/span>to start<\/span><\/span><\/span>. Leadership briefings where board members hear directly from administrators about what they have learned<\/span><\/span>\u00a0<\/span>help build shared understanding among the community<\/span><\/span><\/span>.<\/span><\/span>\u00a0<\/span><\/p>\n The goal is<\/span>\u00a0<\/span>for those who are authoring a living guidance document to have personal experience that allows them to be\u00a0a\u00a0<\/span>knowledgeable\u00a0<\/span>guide.\u00a0<\/span>There is no need<\/span>\u00a0to become AI researchers, but to develop enough working knowledge that the policies you write are grounded in what is\u00a0actually possible, not in fear or marketing hype.<\/span>\u00a0<\/span><\/p>\n When a principal has spent an hour writing with ChatGPT, they understand why a blanket ban on student use is not realistic and why a policy that allows unlimited access without any framework is not responsible. When a teacher has tested an AI detection tool and seen how often it misclassifies human writing, they stop recommending it as a solution. When a board member has talked to a group of students about how they are already using AI in their learning, the<\/span>\u00a0<\/span>guidance\u00a0<\/span>they help draft tends to be more nuanced\u00a0and\u00a0enforceable.<\/span>\u00a0<\/span><\/p>\n This is the dividend of literacy:<\/span>\u00a0<\/span>guidance\u00a0<\/span>that fits the actual technology and the actual lives of the people using it.<\/span>\u00a0<\/span><\/p>\n We\u00a0would encourage\u00a0your district to take a straightforward step: invest two to three months in building genuine AI literacy among staff and board leadership before you\u00a0<\/span>finalize<\/span>\u00a0<\/span>establish\u00a0<\/span>any formal\u00a0AI\u00a0<\/span>policy<\/span>guidance document<\/span>. Run workshops, invest in curriculum, and play with\u00a0the technology.
