Kase is a life-long resident of Beckley, West Virginia and leads toXcel’s West Virginia operations. Kase holds a Ph.D. in Civil Engineering from Virginia Tech and is a certified Envision Sustainability Professional. He is an Assistant Professor of Civil Engineering and Construction Management at WVU Tech. Kase is a trained charrette facilitator and enjoys working alongside community stakeholders to find solutions that fit each project. He specializes in transportation and resilience engineering, with expertise in infrastructure policy, grant writing, flood mitigation, and disaster recovery. His project experience includes developing high-water monitoring systems, federal grant writing, research on private access bridges, and flood recovery in rural communities.
